SECTION 3-1-1 – COMPLAINT REPORTING PROCEDURE (ORD. 29696)


To ensure transparency, accountability, and compliance with City of Dallas regulations (Ord. 29696), any complaints, concerns, or service-related issues may be reported directly to the City of Dallas through its official 3-1-1 system.


How to File a Complaint:

  1. By Phone
    Dial 3-1-1 within Dallas city limits, or (214) 670-3111 from outside the city to speak with a Customer Service Representative.
  2. Online Submission
    Submit a service request through the City of Dallas 311 online portal.
  3. Mobile Application
    Download and use the official Dallas 311 mobile app to report concerns, upload photos, and track the status of your request.


Important Information:

  • 3-1-1 services are available 24 hours a day, 7 days a week. (City of Dallas⁠)
  • Each complaint is assigned a service request (SR) number for tracking and follow-up. (City of Dallas⁠)
  • Requests are forwarded to the appropriate City department for investigation and resolution. (City of Dallas⁠)
  • 3-1-1 is intended for non-emergency issues such as code compliance, transportation concerns, noise complaints, sanitation issues, and other municipal services. (Northaven Park Neighborhood Association⁠)


Emergency Situations:
For emergencies requiring immediate response, dial 9-1-1.

Clients and members of the public are encouraged to utilize the 3-1-1 system for any concerns requiring City oversight or enforcement.
